摘要
近年来,随着民航行业各项规范文件的陆续发布,对民航领域安全运行管理各项要求更加趋向严格,如《民用运输机场安全保卫设施》对机场空、陆侧和航站楼各个区域的安全保卫设施进行更高要求,明确机场安全保卫设施应能预防、阻止或延缓针对机场和飞机起降等的非法干扰行为,并明确提高对机场管理的异常突发事件的识别和处置能力要求,以保护机场内人员及财产安全。因此近年来各地机场按照监管要求,对标规范内容进行各项安全保卫设施的改造提升。其中涉及空侧飞行区的改造施工工程是在机场建设工程管理工作中涉及风险最高,其涉及航空器的飞行安全,通信、导航台、监视、气象和助航灯光等重点设施运行安全和电磁环境保护。因此,不停航施工也就成为机场飞行区改造工程管理的重中之重,过程管理工作以及方案编制要全面细致,以确保机场不停航施工安全。
In recent years,with the successive release of various regulatory documents in the civil aviation industry,various requirements for safe operation and management in the civil aviation field have become more stringent.For example,the"Security Facilities of Civil Transportation Airport"stipulates that higher requirements have been imposed on various areas of the airport's air,land side and terminal buildings.It is clear that airport security facilities should be able to prevent,prevent or delay illegal interference with airports and aircraft take-off and landing.It also clarifies the requirements for improving the ability to identify and handle abnormal emergencies managed by the airport to protect the safety of people and property in the airport.Therefore,in recent years,airports across the country have renovated and upgraded various security facilities in accordance with regulatory requirements.Among them,the reconstruction and construction project involving the airside flight area is the most risky in the management of airport construction projects.It involves the flight safety of aircraft,the operation safety of key facilities such as communications,navigation stations,surveillance,meteorology,and navigation aids,and electromagnetic environment protection.Therefore,non-suspension construction has become the top priority in the management of the airport's flight area renovation project.The process management work and plan preparation must be comprehensive and meticulous to ensure the safety of the airport's non-suspension construction.
