Discussion on Water Resources Monitoring and Early Warning Scheme Under the Situation of‘Four Water and Four Definite'

在当前国家对水资源严格双控管理,实施深度节水控水行动,着力推动用水方式由粗放向节约集约转变的形势下,制定更为严格、科学、合理的区域各行业用水权管控方案极为必要。以宁夏灵武市“十四五”用水权管控为例,分析管控情境下水资源配置,探讨合理有效的水资源监测预警方案,提出水资源监测预警保障措施,确保用水权管控顺利实施、落地成效,保障区域水安全、推动经济持续发展。

Under the current situation that the state strictly controls the management of water resources,implements in-depth water-saving and water-control actions,and strives to promote the transformation of water use from extensive to economical and intensive,it is extremely necessary to formulate a more strict,scientific and reasonable water use rights control plan for regional industries.Taking the'14 th Five-Year'water right control in Lingwu City of Ningxia as an example,this paper analyzes the allocation of water resources under the control situation,discusses the reasonable and effective water resources monitoring and early warning scheme,and puts forward the safeguard measures of water resources monitoring and early warning,so as to ensure the smooth implementation and landing effect of water right control,ensure regional water security and promote sustainable economic development.
