摘要
提质增效是新时期来华留学教育深度发展的核心理念。宏观政策虽能发挥协调规范的作用,但却存在时滞效应,探究高校执行政策的逻辑有助于提供组织层面的机制解释。本研究以北京一所“双一流”高校——W大学为个案,对其中10名从事来华留学教育相关工作的教师和行政人员进行半结构化访谈,从制度工作的视角剖析了高校执行来华留学教育政策的微观过程。研究发现,执行来华留学教育政策可能引发W大学在组织价值、组织声誉以及组织实践方面常态化运行的风险,基于保护组织常态的执行逻辑,相应的制度工作表现为变通制度规则、招生中教师的边缘性参与以及教师借助人情逻辑完成学生培养。因此,提质增效的政策目标经由制度工作转换为保护常态的组织实践,导致政策的顶层设计与执行的底层逻辑间存在偏差。
Improving quality and efficiency is the core concept of the in-depth development of education for international students in China in a new stage of development.Although macro policies could regulate the quality of education for international students,there is a time lag effect.Exploring the logic of policy implementation in universities helps to provide institutional explanations at the organizational level.Taking W University,a"double first-class"university in Beijing as a case,the study conducts semi-structured interviews with 10 teachers and administrative staff who are engaged in education for international students in China.From the perspective of institutional work,the micro process of universities implementing education policies for international students in China is analyzed.It is found that W University regards the policy implementation as a potential risk that affects the normal operation of the organization in terms of organizational value,reputation and practice.Based on the core logic of protecting the normal state of organizations,the corresponding institutional work is manifested as bending institutional rules,marginalized participation of teachers in students enrollment,and completing the work of student training with the help of human relationship logic.Therefore,the policy goal of improving quality and efficiency is transformed into organizational practices that protect normality through institutional work,resulting in deviations between the top-level design of policies and the underlying logic of implementation.
