长江经济带污水处理全成本计算模型构建与验证

摘要 为反映污水收集和处理的真实成本,文章采用数据统计分析的研究方法,建立涵盖污水管网、污水处理、污泥处置的污水处理全成本计算模型。从系统环节来看,污水收集输送系统、污水处理系统和污泥处理处置系统的成本占比分别为50%~60%、30%~40%和5%~10%。从成本性质来看,建设成本、运维成本和资金成本占比分别为28%~38%、25%~35%和27%~36%。全成本计算模型对“厂网一体”模式下城镇污水处理全成本核算具有指导意义,对建立污水处理费定价规则和推动价格机制改革提供了理论支撑。 To reflect the true cost of sewage collection and treatment,the research method of data statistical analysis is used to establish a sewage treatment full cost calculation model covering sewage pipe network,sewage treatment and sludge disposal.From the perspective of system,the cost of sewage collection and transportation system,sewage treatment system and sludge treatment and disposal system is 50%~60%,30%~40%and 5%~10%,respectively.From the nature of cost,construction cost,operation and maintenance cost and capital cost is 28%~38%,25%~35%and 27%~36%,respectively.The full cost calculation model has guiding significance for the full cost accounting of urban sewage treatment under the“integrated plant and network”mode,and provides theoretical support for establishing the pricing rules of sewage treatment fees and promoting the reform of price mechanism.
