黄河下游化石能源资源型城市产业转型发展研究——基于产业区位商和关联度的分析

Study on Industrial Transformation and Development of Fossil Energy Resource-Based Cities in the Lower Yellow River:Analysis Based on Industrial Location Quotient and Correlation Degree

黄河下游河南、山东很多城市属于“因矿而生”的资源型城市,随着资源量进入衰退期,资源型产业经济贡献程度逐渐降低,产业转型愈发迫切。产业转型的关键举措是接续替代产业的培育与发展。论文以河南、山东两省中煤矿、油田所属城市为主要对象,通过采用区位商分析以及基于投入产出表的产业关联度等方法,分析计算了各地级市中主导优势明显、关联性强或具有发展潜力的细分行业。据此提出了分类推进产业转型的思路,并针对能源资源依赖型、接续替代产业为资源密集型、接续替代产业为技术密集型三类城市给出了产业转型接续替代产业方向和路径建议,最后指出应在更大地理尺度加强产业分工协作协同,形成带动区域经济发展的最大合力。

Many cities in Henan and Shandong provinces in the lower basin of Yellow River belong to the resource-based cities that have “grown out of mines”.As the resource enters the period of exhaustion and the economic contribution of resource-based industries gradually decreases,industrial transformation and upgradation is of great necessity.The key measure for industrial transformation is the cultivation and development of alternative industries.Taking the cities which have big coal mines and oil fields in Henan and Shandong as the main objects,this paper analyzes and determines the industries which have obvious leading advantage,strongest correlation and as well as great potential for each city.Based on this,the paper puts forward the idea of promoting industry transformation by classification.Then it gives suggestions on the direction and path of industrial transformation for three types of cities that are energy and resource dependent industry,resource-intensive replacement industry and technology-intensive replacement industry respectively.Finally,it points out industry collaboration on regional level needs to be strengthened to form the maximum impetus for regional economic development.
