我国苹果主产区“保险+期货”模式运行机制与发展建议

Suggestions on the Operation Mechanism and Development of the"Insurance+Futures"Model in China's Main Apple Producing Areas

“保险+期货”模式是我国农业领域的创新型风险管理工具,也是农业保险高质量发展方向的旗帜,更是保障农业生产者收益的可靠手段。目前“保险+期货”模式多应用于小麦等粮食作物,对于苹果等经济作物的探索仍在初始阶段。文章介绍了“保险+期货”的两种模式,梳理了当前我国各苹果主产地区实行“保险+期货”模式的现状,并指出了存在的问题,据此提出了扩大试点范围、建立信息共享和培训体系、加大政府财政补贴支持力度等建议,从而为我国其他经济类农产品的“保险+期货”模式试点提供可借鉴的路径。

The"insurance+futures"model is an innovative risk management tool in China's agricultural field,a banner for the high-quality development of agricultural insurance,and a reliable means to ensure the income of agricultural producers.At present,the"insurance+futures"model is mostly applied to wheat and other food crops,and the exploration of cash crops such as apples is still in the initial stage.This paper introduces two modes of"insurance+futures",sorts out the current situation of the implementation of the"insurance+futures"model in the main apple producing areas of China,points out the existing problems,and puts forward suggestions such as expanding the scope of the pilot,establishing an information sharing and training system and increasing the support of government financial subsidies,so as to provide a reference path for the pilot of the"insurance+futures"model of other economic agricultural products in China.
