关系运作视角下枢纽型自治组织的行动逻辑及其治理实践——以上海市X街道业委会联合会为例

Action Logic and Governance Practice of Hub-based Autonomous Organization from the Perspective of Relational Work——A Case Study of the Federation of Homeowners'Committees in X Street,Shanghai

自治组织日益成为基层治理中的重要主体,但其面临的行政化压力一直是基层治理实践模式和理论研究长期探讨的重要议题。上海市X街道构建了“业委会联合会”这种新型枢纽型自治组织,在一定程度上改善了业委会在基层治理中的参与困境,缓解了“行政化他治”与“地方性自治”之间的张力。对此,本研究借用泽利泽关系运作理论,从关系形塑、关系互动、关系媒介与关系协商四个维度,深度剖析了业委会联合会参与基层治理的行动逻辑和实践样态,并讨论和反思这一枢纽型自治组织所面临的不确定性风险,为业委会的发展和社区协同治理提供经验借鉴,从而推动自治组织的形态创新。

Autonomous organizations are increasingly becoming an important subject in grassroots governance,but the administrative pressure they face has been an important topic in practice model and theoretical research of grassroots govern-ance for a long time.In X Street of Shanghai,a new type of hub-based autonomous organization,"Federation of homeowners'committees",has been established.To a certain extent,it solves the dilemma of the participation of the homeowners'committee in the grass-roots governance,and alleviates the tension between"administrative heteronomy"and"local autonomy".Based on this,the study uses Zelizer's theory of relational work to thoroughly analyze the logic of actions and the pattern of practice of the federation in its participation in the grassroots governance from four dimensions:relation-ship shaping,relationship interaction,relationship media and relationship negotiation.The study further discusses and re-flects on the uncertain risks faced by this hub-based autonomous organization.This work can not only provide guidance for the development of homeowners'committees and community collaborative governance,but also promote the innovation in the form of autonomous organizations.
