数字技术如何驱动基层环境治理现代化——以江西省农村人居环境整治5G+长效管护平台为例

How Digital Technology Drives the Modernization of Environmental Governance at the Primary Level:Taking the 5G+Long-term Management and Maintenance Platform for Rural Living Environment Improvement in Jiangxi Province as an Example

数字技术作为基层环境治理现代化进程中的重要工具,通过不断的迭代更新为促进基层环境治理的敏捷化与精准化创造了有利条件。但其在基层环境治理中的应用仍然存在技术悬浮、技术搁置等形式化现象,引发了地方政府在数字技术应用上的授权模糊与多元主体间“冷热不均”等问题,需要从政策制定与执行等环节对数字技术应用进行规制与约束。基于此,本研究构建“技术—制度”互动分析框架,研究发现:在数字技术的工具性应用与环境政策执行之间,多元行动者参与不仅链接了数字技术与基层环境治理,还确保了环境政策执行落地见效,并在基层环境治理实践中,为数字技术应用提供了多元化解决方案。江西省农村人居环境整治5G+长效管护平台案例进一步验证了“技术—制度”互动分析框架的合理性,为数字技术驱动环境治理现代化实践提供借鉴和参考。

As an important tool in the modernization process of primary-level environmental governance,digital technology has created favorable conditions for the agility and precision of primary-level environmental governance through continuous iterative updating.However,the application of digital technology in primary-level environmental governance is still faced with the phenomena of technological suspension and technological shelving,which has led to the ambiguity of the authorization of the local government in the application of digital technology and the imbalance problem among the multiple subjects;therefore,it is necessary to regulate and constrain the application of digital technology from the aspects of the policy formulation and implementation.On this basis,this study constructs an analytical framework of"technology-institution"interaction,and finds that between the instrumental application of digital technology and the implementation of environmental policies,the participation of multiple actors not only links digital technology and primary-level environmental governance,but also ensures that the implementation of environmental policies is effective,and provides diversified solutions for the application of digital technology in the practice of environmental governance at the primary level.The case of Jiangxi's 5G+long-term management and maintenance platform for rural living enviranment improvement further verifies the rationality of the analytical framework of"technology-institution"interaction and provides reference for the modernization of environmental governance driven by digital technology.
