乡村振兴背景下西藏防范化解规模性返贫风险的三重向度

防止返贫是贫困治理及其成果巩固的核心任务,特别是防止规模性返贫更是关键所在。在新形势、新背景下,西藏作为具有独特地理位置和文化背景的民族区域,必须采取更加精准有效的措施,坚决防范和化解规模性返贫风险,不仅关乎脱贫攻坚成果的巩固与拓展,更关系到西藏乡村振兴战略的全面推进。防范化解规模性返贫风险是一项系统性工程,要求我们从理论向度出发,深入探索符合西藏实际的返贫治理理论体系,为实践提供科学指导;从价值向度审视,坚持人民至上,将保障和改善民生作为根本出发点和落脚点,确保脱贫攻坚成果惠及全体人民;从实践向度发力,因地制宜、因户施策,创新扶贫模式与机制,强化产业支撑与就业帮扶,构建多元化、可持续的防返贫体系。同时,还需加强基层组织建设,提升治理能力,完善社会保障体系,形成政府主导、社会协同、公众参与的综合治理格局,为今后西藏民族区域治理和区域高质量发展奠定坚实基础。

Preventing poverty relapse is the core task of poverty governance and its achievements con-solidation,especially in preventing large-scale poverty relapse.Under the new situation and background,Xi-zang,as an ethnic region with a unique geographical location and cultural background,must take more precise and effective measures to resolutely prevent and resolve the risk of large-scale poverty relapse,which is not only related to the consolidation and expansion of the achievements of poverty alleviation,but also related to the overall promotion of the rural revitalization strategy of Xizang.It is a systematic project to prevent and defuse the risk of large-scale poverty relapse,which requires us to start from the theoretical perspective,deeply explore the theoretical system of poverty relapse governance that conforms to the reality of Xizang,and provide scientific guidance for practice;From a value perspective,we adhere to the principle of putting the people first,taking ensuring and improving people's livelihoods as the fundamental starting point and foothold,and ensuring that the achievements of poverty alleviation benefit all people;From a practical perspective,we implement policies tailored to local conditions and households,innovate poverty alleviation models and mechanisms,strengthen industrial support and employment assistance,and build a diversified and sustainable poverty prevention system.Meanwhile,it is also necessary to strengthen the construction of grassrootsorganizations,improve governance capacity,upgrade the social security system,and form a comprehensive governance pattern led by the government,coordinated by society,and participated by the public,so as to lay a solid foundation for the future regional governance of Xizang's ethnic groups and high-quality regional development.
