摘要
海南自贸港国有企业适应CPTPP规则是重大组织变革,本研究论证了信号传递理论和变革管理理论的适用性,系统地分析了变革的需求、定位与战略目标、动力与阻力,以及实施路径。其中,变革阻力分别是国有企业的惰性和治理体系与治理能力的欠缺,依据信号传递理论将海南自贸港营商环境建设的政策窗口作为变革的定位与战略目标,根据变革管理理论设计的路径包括更新认知、传递信号、创新制度和资源行动,进一步而言,资源行动包括分离策略和整合策略。
The adaptation of the state-owned enterprises in Hainan Free Trade Port to the rules in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership(CPTPP)is a major organizational change.While demonstrating the applicability of the signal transmission theory and the change management theory,this study systematically analyzes the needs,positioning and strategic goal,motivation and resistance,and implementation path in this change.Among them,the resistance to change involves the inertia of state-owned enterprises and the lack of governance system and governance capacity.According to the signal transmission theory,the policy window of business environment construction in Hainan Free Trade Port is regarded as the positioning and strategic goal for change.The path designed according to the change management theory includes the updating cognition,the transmitting signal,the innovating system and the resource action that are further divided into the separation strategy and the consolidation one.
