基于国际标准化战略对我国焊接标准化发展的思考

Thoughts on the Development of Welding Standardization in China Based on International Standardization Strategy

本文分析了当下主流国际标准化战略的特征及技术标准战略与产业发展的关系;总结了欧洲标准化战略2030、2023年版美国标准战略、ISO战略2030标准战略模式的最新变化。2021年10月中共中央、国务院印发的《国家标准化发展纲要》旨在推进建设国内先进、国际化水平高的技术标准体系。相较各战略目标而言,我国焊接标准化体系已基本健全,但仍旧存在公众参与度低、技术研发与标准缺乏联动性以及重点新兴技术标准化力度不足等问题。借鉴国外经验,从以上各方面出发,同时参考全球标准化发展趋势,提出未来制定实施我国焊接技术标准战略的部分思考。

This paper analyzes the characteristics of the current mainstream international standardization strategy and the relationship between technical standards strategy and industrial development,and summarizes the latest changes of standards strategy models including European Standardization Strategy 2030,United States Standards Strategy 2023,and ISO Strategy 2030.The National Standardization Development Outline issued by the CPC Central Committee and the State Council in October 2021 aims to promote the construction of domestically advanced and internationally high-level technical standards system.Compared with various strategic objectives,China’s welding standardization system is basically sound,but there are still some problems,such as low public participation,lack of linkage between technology R&D and standards,as well as insufficient standardization of key emerging technologies.Learning from foreign experience,the paper starts from the aspects above,refers to the development trend of global standardization,and puts forward some thoughts on developing and implementing China’s standards strategy for welding technology in the future.
