团体标准管理及服务平台开发与建设研究——以CAS标准管理及服务平台建设为例

摘要 标准信息服务平台是实现标准数字化转型的重要载体。调研国际、国内专业标准化组织经验,结合中国标准化协会标准管理制度等相关要求,协会研究并开发了CAS标准管理及服务平台V1.0。本平台借鉴了互联网思维和逻辑,以“提案-征求意见-送审-发布-复审”全生命周期的标准技术管理视角,打破提案人、专家、技术经理人之间的信息孤岛,实现标准项目全生命周期的数据联通与共享。平台的建设对内优化标准技术管理流程,提高了管理效能,对外提升了用户查询、检索的便利性,实现了标准制修订流程无纸化、管理网格化、信息集成化,为CAS标准的数字化进程奠定了坚实的基础。 Standard information service platform is an important carrier to realize the digital transformation of standards.By researching the experience of professional standardization organizations at home and abroad,combined with the requirements of the standard management system of China Association for Standardization(CAS),the CAS Standard Management and Service Platform V1.0 was developed.The construction of this platform draws on the internet thinking and logic,and adopts the standard technical management perspective of the whole life cycle of“proposal-enquiry-approval-review”to bridge the information islands between proposers,experts,and technical managers,realizing the data connectivity and sharing of the whole life cycle of standard projects.The construction of the platform not only optimizes the standard technical management process and improves the management efficiency internally,but also enhances the convenience of user query and retrieval externally.It realizes the paperless process of standards development and revision,management grid,and information integration,laying a solid foundation for the digitization process of CAS standards.
