摘要
瑞典儿童早期教育立法明确了教育的目标和责任,统一了教育质量的标准以及管理和监督的程序,其注重儿童权益、追求教育平等、强调儿童全面发展和多元化教育的立法理念具有广泛的国际影响力。文章从教育福利的视角,阐释瑞典儿童早期教育立法的历史背景、代表法案及具体内容,分析瑞典儿童早期教育立法的演变历程及所承载的价值,揭示国家在儿童早期教育法律框架中的关键作用。研究发现,在初创期、发展期、改革期和全面发展期等不同阶段,瑞典儿童早期教育立法都体现出对教育公平的持续追求、对教育规范的高度关注以及对教育福利不断探索的价值负载。
Swedish legislation on early childhood education clarifies the goals and responsibilities of education,unifies the standards of education quality as well as the procedures of management and supervision,and its legislative concepts of focusing on children’s rights and interests,pursuing equality in education,and emphasizing children’s all-around development and diversified education have a wide influence in the international arena.From the perspective of educational welfare,the article analyzes the evolution of Sweden’s early childhood education legislation and the values it carries through a detailed explanation of the historical background,representative bills,and specific contents of Swedish early childhood education legislation,revealing the key role of state leadership in the legal framework of early childhood education.It is found that Swedish legislation on early childhood education has gone through four stages:the initial stage,the development stage,the reform stage,and the comprehensive development stage,presenting the value elements of continuous pursuit of educational fairness,high concern for educational norms and continuous exploration of educational welfare in the legislative process.
