Digital Governance,Business Environment,and Unified Domestic Market

建设国内统一大市场对搭建稳定健康的双循环体系至关重要,而打破省际贸易壁垒,破除地方保护主义,赋能产品要素流通是建设国内统一大市场重要举措。本文分析了地方政府数字治理发展水平对营商环境的影响,进而对统一大市场建立的作用机制,构建指标体系衡量评价各省域数字治理发展能力和营商环境水平,并通过面板数据模型与中介效应模型进行实证分析。结果发现地方政府的数字治理水平能显著提升营商环境并降低省际贸易壁垒,促进资源要素的省际流动,实现产品要素的合理配置。因此,各地政府应当加强数字治理建设,助推政务公开透明化,实现跨部门与跨省协同办公,降低创业与贸易成本,进而降低贸易壁垒,减少资源错配,促进国内统一大市场建设。

Building a unified domestic market is crucial for building a stable and healthy dual circulation system,and breaking down inter provincial trade barriers,eliminating local protectionism,and empowering product factor circulation are important measures.This article analyzes the impact of the development level of local government digital governance on the business environment and the mechanism for establishing a unified large market.It constructs an indicator system to measure and evaluate the digital governance development capacity and business environment level of each province,and conducts empirical analysis through panel data models and mediation effect models.The results showed that the digital governance level of local governments can significantly improve the business environment,reduce inter provincial trade barriers,promote inter provincial flow of resource factors,and achieve rational allocation of product factors.Therefore,local governments should strengthen digital governance construction,promote government transparency,achieve cross departmental and cross provincial collaborative work,reduce entrepreneurship and trade costs,thereby lowering trade barriers,reducing resource misallocation,and promoting the construction of a unified domestic market.
