Pathways for Smart Policing to Empower Campus Safety Governance

高校安全治理是国家治理现代化的重要组成部分,其效能是衡量国家高等教育内涵式发展水平的重要指标之一。当前,高校安全治理面临安保队伍的专业水平不足、安保措施的质效不高、安保教育不力、警校联动机制不强等问题。智慧警务作为数智时代的产物,在高校安全治理方面具有独特的优势。有利于深度挖掘高校治安数据,有效提升校园安全级别;有利于提高高校治安管理效率,降低人力投入成本;有利于高校打造危机预警系统,预防违法犯罪及安全事故的发生。因此,在智慧警务赋能高校安全治理的多重策略中可以从人防、技防、心防、制防“四防并举”的视角出发,利用智慧警务赋能高校安保队伍建设,增强高校安保队伍的专业性;强化智慧警务基础建设,打造系统化智慧校园警务平台;加强安全宣传教育,增强安全防范意识;发挥制度保障作用,落实警校联动机制。

Campus safety governance is an essential component of the modernization of national governance,and its effectiveness is one of the key indicators for measuring the level of connotation development of higher education.Currently,campus safety governance is faced with issues such as insufficient professional levels of security personnel, low quality and efficiency of security measures, inadequate security education, and weak police-university collaboration mechanisms. Smart policing, as a product of the digital and intelligent era, has unique advantages in campus safety governance. It is conducive to deeply digging campus public security data, effectively improving campus safety levels;improving the efficiency of campus public security governance, reducing labor input costs;and creating crisis early warning systems in colleges and universities, preventing the occurrence of illegal and criminal activities as well as safety accidents. Therefore, in the multiple strategies of smart policing empowerment the campus safety governance, one can start from the perspective of “four defenses in conjunction” which includes personnel defense, technical defense, psychological defense, and institutional defense. Utilize smart policing to empower the construction of campus security teams, enhancing the professionalism of campus security personnel;strengthen the infrastructure of smart policing, creating a systematic smart campus police platform;enhance safety education and propaganda to increase awareness of safety prevention;and leverage the role of institutional guarantees to implement police-university collaboration mechanisms.
