党内政治生态协同治理是一项系统性工程,是提升党的执政水平、建设廉洁政治生态的重要保障。治理主体主要有党委(党组)、纪委纪检机构、党员领导干部等,厘清各主体角色定位及其职责有利于提升治理效能。明确党委(党组)履职责任及其清单制度,构建党委书记履职尽责监督考核的制度体系,加强党内权力机关、上级机构和同级纪委对党委书记履职尽责的监督力度。强化纪委纪检的执纪问责和监督职能。完善干部廉政档案记录制度,将廉洁政治生态建设情况纳入干部政绩考核指标体系,坚持抓“关键少数”和管“绝大多数”相统一。树立制度治党理念,完善党内规章制度,对党员干部进行常态化理想信念和制度教育。建立制度执行、权力运行的监督、考核和优化机制,完善制度执行中违法违规行为的惩罚机制,确保制度执行到位。

The coordinated governance of political ecology within the Party is a systematic project,which is the guarantee for strengthening the Party’s governance ability,progressiveness and purity construction.The main governance entities include the Party Committee(Party Group),disciplinary inspection agencies of the Discipline Inspection Commission,and leading cadres of Party members.Clarifying the role positioning and responsibility norms of each entity is beneficial for improving the effectiveness of political ecological governance within the Party.Clarify the responsibilities of the Party Committee(Party Group)in performing its duties and its responsibility list system.Establish a system for party committee secretaries to fulfill their main responsibilities,strengthen the supervision and assessment of party committee secretaries by internal power organs,superior institutions,and peer disciplinary commissions,and enhance their ability to fulfill their main responsibilities.Strengthen the disciplinary accountability and supervision functions of the Commission for Discipline Inspection.Improve the system for recording the integrity of cadres’records,incorporate the implementation of party conduct and integrity into the performance evaluation index system for cadres,achieve individual purification,and adhere to the unity of focusing on the“key minority”and managing the“vast majority”.Establish the concept of institutional governance of the Party,optimize and improve the internal rules and regulations of the Party.
