摘要
本文基于SBM超效率模型,测算了2006~2017年中国沿海11省份的海洋经济绿色全要素生产率(MGTFP),从海洋产业结构合理化和海洋产业结构高级化两个维度,运用动态面板数据模型和系统GMM估计方法,检验海洋产业结构升级对MGTFP的影响效应。结果显示:(1)在研究时段内,中国MGTFP年均增速为2.97%,增长的主要原因是海洋绿色技术进步指数的提升;(2)海洋产业结构高级化对促进MGTFP的增长有显著的正向作用,但同时也具有滞后效应,需要一定的时间。因此,需要继续推进海洋第三产业的发展,协调海洋产业结构升级与资源环境的关系,加大海洋环境治理的力度,从而提升MGTFP。
Based on SBM super-efficiency model,this paper calculates the green total factor productivity of the marine economy(MGTFP)in 11 coastal areas of China from 2006 to 2017.The dynamic panel data model was used to investigate the impact on the MGTFP from the two dimensions of rationalization and advancement.The results show that:(1)the average growth rate of the MGTFP was 2.97%from 2007 to 2017.This growth is mainly due to the progress of marine green technology.(2)The advancement has a significant positive promoting effect on the MGTFP,but it has a lag effect.Therefore,we need to continue to ac-celerate the development of the marine tertiary industry,coordinate the relationship among the upgrading,resources and the environment,and strengthen the governance of the marine environment.
