数字经济与海洋经济高质量发展耦合协调关系及影响因素分析

Coupling and Coordination Relationship Between the Digital Economy and the High-quality Development of the Marine Economy and Analysis of Influencing Factors

由于国内资源环境受限、传统发展方式受阻以及要素配置亟待优化等问题逐渐暴露,海洋产业急需转型升级。随着科技的不断进步,数字经济在推动海洋经济增长方面起到关键作用。本文以2012~2021年中国沿海11省份为研究对象,分别构建数字经济和海洋经济的评价指标体系,运用熵权TOPSIS法对各个指标的权重赋值,再结合耦合协调度模型对其耦合协调度进行计算。研究发现:数字经济与海洋经济的发展水平呈现相对稳定的增长态势,但不同地区的发展水平呈现显著差异,且差距日益扩大;与此同时,二者的耦合协调程度虽有小波动,但总体呈增长态势,显示出良好的联动效应。鉴于此,为进一步促进数字经济和海洋经济融合发展,应加快将数字技术应用到海洋产业、充分发挥优质耦合协调地区的示范作用,以及因地制宜引导地区协调发展。

The gradual exposure of domestic resource and environmental constraints,obstacles to traditional development methods and the urgent need to optimize the allocation of factors have made the marine industry in urgent need of transformation and upgra-ding.With the continuous progress of science and technology,digital economy plays a key role in promoting the growth of ocean economy.The article is based on 11 coastal provinces and municipalities in China from 2012 to 2021 as the research object,constructs the evaluation index system of digital economy and marine economy respectively,assigns the weight of each index by using the entropy weight TOPSIS method,and then calculates the coupling co-ordination degree by combining the coupling coordination degree model.The study shows that:the development level of digital economy and marine economy shows a relatively stable growth trend,but the development level of different regions shows significant differences,and the gap is widening;at the same time,the degree of coupling and coordination of the two has small fluctuations,but the overall growth trend,showing a good linkage effect.In view of this,in order to further promote the integrated development of the digital economy and the marine economy,the application of digital technology to the marine industry should be accel-erated,the demonstration role of areas with high quality coupling and coordination should be given full play,and the coordinated development of areas should be guided according to local conditions.
