推进普惠性非基本公共文化服务的现实困境与纾解路径

The Practical Challenge and Relief Route of Promoting Inclusive Non-foundational Public Cultural Services

完善的现代公共文化服务体系应形成“双轮驱动”格局,即基本公共文化服务做到“保基本、兜底线”,非基本公共文化服务做到“补空缺、走市场”。普惠性非基本公共文化服务的发展在当前面临上下位政策协同度低,服务界限模糊、收费标准不明确,社会运营主体参与力度不足,尚未建立完善的监管体系等问题。为此,深入推进普惠性非基本公共文化服务发展可从以下五个维度着力:加强政策引领,明确制度标准,确保服务行为“有法依”;健全激励机制,激发公共文化机构人员积极性,确保服务项目“有人做”;疏通参与渠道,培育社会化运营主体,确保服务主体“有承接”;明确收费实施标准,公开收费细则,确保服务价格“有优惠”;建立健全监管体系,强化全过程管理,确保服务质量“有保障”。

A perfect modern public cultural service system should form a"two-wheel drive"pattern,that is,basic public cultural services should be"basic and bottom-line",and non-basic public cultural services should be"filling vacancies and taking the market".the development of inclusive non-basic public cultural services currently faces problems such as low degree of coordination between upper and lower policies,blurred service boundaries,unclear charging standards,insufficient participation of social operation subjects,and no perfect regulatory system has been established.Therefore,to further promote the development of inclusive non-basic public cultural services,we can focus on the following five dimensions:strengthen policy guidance,clarify institutional standards,and ensure that service behaviors are"law-based";Improve the incentive mechanism,stimulate the enthusiasm of public cultural institutions,and ensure that service projects are"done";Dredge participation channels,cultivate social operation subjects,and ensure that service subjects"have to undertake";Clarify the implementation standards of fees,publicize the detailed rules of fees,and ensure that service prices are"preferential";Establish and improve the supervision system,strengthen the management of the whole process,and ensure that the quality of service is"guaranteed".
