以更新统筹思维推动乡村地区发展——以忻州市奇顿合地区为例

Promoting the Development of Rural Areas with Overall Thinking:A Case of Qidunhe Area in Xinzhou

有关乡村振兴的研究由来已久,近年来专家学者们从城乡融合、实用性村庄规划、村落社会治理、农村工业化等角度入手,聚焦村落,探索乡村产业振兴、城乡融合的有效实现路径。进入国土空间总体规划新时代,乡村地区的发展也随之进入新的发展阶段,需要新的发展思维模式和发展路径。笔者结合实际项目经验,总结提出新时代乡村规划需要的三大新思维:首先是以更新统筹思维引领规划,打破乡村行政边界障碍,构建“大片区”整体规划;其次以主题化思维探索治理路径,分主题、分年度实施“项目导入”机制;最后以运营思维创新保障策划项目能精准链接政策支持接口,保障多元投融资渠道。意图通过三大思维方式的转变,为新时期乡村地区发展提供一种新的路径和模式。

The research on rural revitalization has a long history.In recent years,the experts and scholars have started from the perspective of urban and rural integration,practical village planning,village social governance,and rural industrialization,focused on the villages,and explored the effective implementation path of rural industrial rejuvenation and urban and rural integration.In the new era of the overall territorial spatial planning,the development of rural areas has also entered a new stage of development,and new development thinking models and development paths are needed.Based on the actual project experience,the author summarizes the three new thinking needs of rural planning in the new era.First of all,guide the planning with overall renewal thinking to break the rural administrative boundary obstacles,and to build the overall planning of the“large area”.Second,explore the governance path with thematic thinking and implement the“project introduction”mechanism according to the themes and years.Finally,guarantee the planning projects interface with the support policies accurately with the innovated operating thinking and ensure the diversified investment and financing channels.It aims to provide a new path and model for the development of rural areas in the new period by means of the transformation of three thinking methods.
