综合开发模式下城镇片区规划建设路径研究——以江阴市霞客湾科学城国际人才社区为例

Research on the Planning and Construction Path of Urban Areas under Comprehensive Development Mode:A Case of the International Talent Community of Xiakewan Science City in Jiangyin City

高质量发展背景下,综合开发在城镇片区建设通过规划设计、土地整理、工程建设、运营维护等全流程统筹协调,实现土地、产业、资本等要素的优化配置,是实现城镇土地利用集约高效,促进产、城、人、地和谐统一的新型发展模式。文章系统分析了综合开发的基本概念、业务内容、开发模式,指出整体策划在综合开发项目全生命周期流程中的关键作用与技术要点,并以江阴市霞客湾科学城国际人才社区为例,从开发目标、发展定位、功能体系、空间布局、实施路径等方面剖析综合开发模式下城镇片区规划建设的方法路径,鼓励规划行业以前期统筹主体的角色积极参与综合开发项目,提升规划建设的落地性与可持续性。

Under the background of high-quality development,comprehensive development is a new development model to achieve the intensive and high efficient utilization of the urban land and to promote the optimized allocation of the factors including land,industry,capital,etc.in the planning and construction of urban areas through the whole process coordination of the planning and design,land consolidation,engineering construction,and operation and maintenance.This paper systematically analyzes the basic concept,business content,and development mode of comprehensive development,points out the key role and technical points of overall planning in the whole life cycle process of comprehensive development projects,and analyzes the method and path for the planning and construction of urban areas under the comprehensive development mode from the aspects of development objectives,development positioning,functional system,spatial layout,and implementation path by taking the International Talent Community of Xiakewan Science City in Jiangyin City as an example.It encourages the planning industry to actively participate in the comprehensive development project as the main body of preliminary coordination,and to enhance the implementation and sustainability of the planning and construction.
