随着人们对生态环境保护关注度的提高,环境影响评价在项目前期阶段愈发重要。但在实际操作中,环境影响评价存在着诸多不足,如评价范围窄、时机不成熟和管理监控不力等问题,限制了其在复杂环境保护需求中的效能。基于此,本文分析了环境影响评价的现状和不足,探讨了与全过程生态环境管理有机结合的可能性,并提出在评价范围、时机和监管力度上进行创新的具体方法,旨在通过拓展环境影响评价的覆盖范围、优化评价时机以及加强实施过程的管理监控,建立一个更加科学和系统的生态环境管理路径,以有效推进生态文明建设的实现。

With the increase of people’s attention to ecological environmental protection,environmental impact assessment plays an increasingly important role in the early stage of a project.However,in practice,environmental impact assessment has many shortcomings,such as narrow scope of assessment,time lag and poor management and monitoring,which limits its effectiveness in complex environmental protection needs.Based on this,this paper analyzed the current situation and shortcomings of environmental impact assessment,discussed the possibility of organic integration with the whole process of ecological environmental management,and proposed specific methods for innovation in the scope,timing and supervision,aiming at optimizing the timing of assessment by expanding the coverage of environmental impact assessment and strengthening the management and monitoring of the implementation process.Establish a more scientific and systematic ecological environment management path to effectively promote the realization of ecological civilization construction.
