In order to analyze the situation of regional water resources utilization, this study calculates and analyzes the water footprint of Dezhou based on water footprint theory, and studies the relationship between water resources utilization and economic growth by using decoupling model. The results show that:1)The virtual water footprint of grain crops wheat and corn are higher, the virtual water footprint of cash crops vegetables, cotton and fruits are lower, and the virtual water footprint of animal products poultry eggs and beef are higher.2)The water footprint composition is significantly different, and the agricultural water footprint occupies a dominant position. The total grey water footprint accounts for 42.72%of the total water footprint.More fresh water are needed to absorb sewage.3)The per capita water footprint is high.Water resource scarcity index and water resource stress index are both greater than 10 and water resources are seriously overloaded.Water resource import dependence is low and water resource utilization efficiency is constantly increasing.4)The state of water resources utilization and economic growth are weak decoupling in 2010—2011,2011—2012,2016—2017,and strong decoupling in other years. This study shows that the agricultural development of Dezhou is more dependent on water resources and the economic development is less dependent on water resources, and the water use efficiency is improved.
