行政法治有助于构建优质营商环境。以湖南省营商环境为样本进行实证分析,发现其营商环境建设中尚存地方立法阻滞、行政执法不力、行政司法薄弱的现实困境,追本溯源,精准施策,应完善立法体制,夯实优化营商环境的制度基础;践履执法规范文明,提振营商环境建设的执法效能;维护司法公平,建构营商环境发展的司法保障,推动营商环境中的行政法治体系建设,促进湖南省营商环境高质量发展。

Administrative rule of law helps to build a high-quality business environment in Hunan.Taking Hunan for example,there are some difficulties in the construction of the business environment,such as the obstruction of local legislation,the defect of administrative law enforcement and the weakness of administrative judicature,and we should improve the legislative system and mechanism,tamp down the institutional foundation of optimizing the business environment,carry out the standard and civilization of law enforcement,promote the efficiency of law enforcement in the construction of the business environment,safeguard the judicial fairness and stability,and construct the judicial guarantee for the development of the business environment,also we will promote the establishment of an administrative legal system in the business environment and promote the high-quality development of the business environment in Hunan province.
