摘要
与一般科研攻关相比,应急科研攻关因其应急属性,要求快速响应、精准研发、压缩流程和缩短时间。多元协同创新有助于整合优质资源、共享知识以及激发协同效应,尤其是在突发事件情境下,多元协同创新可以缩短应急科研攻关的响应时间,促进应急科研攻关精准研发,逐渐成为加快应急科研攻关响应速度和提升应急科研攻关精准研发的重要方略。选取2020年至2022年新冠疫情暴发期间从事新冠病毒快速检测、中医药治疗、疫苗研发、病毒溯源与传播等领域的43个应急科研攻关案例进行研究,以科研禀赋结构为门槛变量构建双门槛回归模型,实证检验多元协同创新对应急科研攻关绩效的影响。研究发现:多元协同创新对应急科研攻关绩效具有显著的正向激励效应;多元协同创新对应急科研攻关绩效存在显著的基于科研禀赋结构的双门槛效应,当科研禀赋结构处于合理区间(1.746,2.281)时,其促进和激励作用显著;另外,多元协同创新对应急科研攻关绩效的影响还受到政策支持力度、人力资本强度和技术应用广度等控制变量的正向影响,但是科研创新难度对应急科研攻关绩效的影响尚未显现。最后,为提升应急科研攻关效率,从强化应急科研攻关主体的多元协同、优化应急科研攻关的资源配置结构、加大政策支持力度等方面提出建议。
Compared with general scientific research and development,emergency scientific research and development requires rapid response,precise research and development,compressed processes,and shortened time due to its emergency nature.Diversified collaborative innovation helps to integrate high-quality resources,share knowledge,and stimulate collaborative effects,especially in emergency situations.Diversified collaborative innovation can shorten the response time of emergency scientific research and promote precise research and development,gradually becoming an important strategy to accelerate the response speed of emergency scientific research and improve the precision of emergency scientific research and development.43 emergency scientific research cases are selected for study,focusing on areas such as rapid COVID-19 testing,traditional Chinese medicine treatment,vaccine development,and virus tracing and transmission during the COVID-19 outbreak from 2020 to 2022.A double threshold regression model is constructed with the scientific research endowment structure as the threshold variable,and the impact of multiple collaborative innovation on emergency scientific research performance is empirically tested.The results indicate that diversified collaborative innovation has a significant positive incentive effect on emergency scientific research performance.Diversified collaborative innovation has a significant dual threshold effect on emergency scientific research performance based on the research endowment structure.When the research endowment structure is within a reasonable range of 1.746 and 2.281,its promoting and motivating effects are significant.In addition,the impact of diversified collaborative innovation on emergency research and development performance is also positively influenced by control variables such as policy support,human capital intensity,and technology application breadth.However,the impact of research and innovation difficulty on emergency research and development performance has not yet been evident.Finally,in order to improve the efficiency of emergency scientific research and development,suggestions are put forward from the aspects of strengthening the diversified collaboration of emergency scientific research and development subjects,optimizing the resource allocation structure of emergency scientific research and development,and increasing policy support.
