湖南省雀塘镇高标准农田建设成效与建议

Effectiveness and Suggestions for High Standard Farmland Construction in Quetang Town,Hunan Province

高标准农田建设是推动农业基础设施建设、提高粮食生产能力、确保粮食生产安全的关键措施,文章采用案例分析法,以湖南省雀塘镇为例,对其高标准农田建设成效进行分析。雀塘镇坚持国家规划引导,通过实施土地规范化、农业综合利用、大田水利建设等措施,显著提高了农田基础设施质量,转换了农业生产方式,优化了农业生态环境,在提高农田利用效率、保障农产品的质量和安全、促进农村经济发展等方面作用显著。但目前仍存在土地流转受阻、建设项目侧重点存在差异和已建高标准农田建后管护不到位等问题。未来,应针对现存问题采取有效措施,通过加强行业部署、落实人员培训、优化建设项目、重视信息化建设和已建项目后期管理等举措,切实发挥好所建项目的作用,防止出现建而不管、建而不用、设备丢失、项目废弃等损失浪费现象,为综合提高农业生产能力、推动农村现代化提供“雀塘方案”。

The construction of high standard farmland is a key measure to promote the construction of agricultural infrastructure,improve grain production capacity,and ensure food production safety.This article adopts a case analysis method and takes Quetang Town in Hunan Province as an example to analyze the effectiveness of its high standard farmland construction.Quetang Town adheres to national planning guidance and has significantly improved the quality of farmland infrastructure,transformed agricultural production methods,optimized agricultural ecological environment,and played a significant role in improving farmland utilization efficiency,ensuring the quality and safety of agricultural products,and promoting rural economic development through measures such as land standardization,comprehensive agricultural utilization,and large-scale water conservancy construction.However,there are still problems such as obstructed land transfer,differences in the focus of construction projects,and inadequate post construction management and protection of high standard farmland.In the future,effective measures should be taken to address existing problems,such as strengthening industry deployment,implementing personnel training,optimizing construction projects,attaching importance to information technology construction and post construction management of existing projects.The role of the projects should be effectively played to prevent losses and waste such as neglecting construction,not using construction,equipment loss,and project abandonment.This will provide a“sparrow pond solution”for comprehensively improving agricultural production capacity and promoting rural modernization.
