济南市工程建设项目“用地清单制”改革的探索与思考

Exploration and Reflection on the Reform of“Land Use List System”for Engineering Construction Projects in Jinan City

为持续优化营商环境,强化土地要素保障,助推项目早落地,济南市自2021年以来在山东省率先推行工程建设项目用地清单制,探索建立“统一申报审批、统一信息平台、统一清单内容、统一成果移交”的用地管理新模式。该模式解决了项目用地审批涉及部门多、事项多、周期长的问题,并在全省得到推广。基于此,对济南市工程建设项目“用地清单制”的具体实践进行深入研究,并提出进一步优化改革的措施。

In order to continuously optimize the business environment,strengthen the guarantee of land elements,and promote the early landing of projects,Jinan city has taken the lead in implementing the“land use list system”for engineering construction projects in Shandong province since 2021,exploring the establishment of a new land management model of“unified application and approval,unified information platform,unified list content,and unified achievement transfer”.This model solves the problems of multiple departments,multiple issues,and long cycles involved in project land approval,and has been promoted throughout the province.Based on this,the specific practice of“land use list system”for engineering construction projects in Jinan city in-depth study,and further optimize the reform measures are put forward.
