摘要
在科技革命、经济转型与国际博弈转向科技主战场的多重因素影响下,以科学活动中心、创新产业高地、创新生态聚落为标识的国际科技创新中心建设正在成为全球各国科技战略的布局重心。在打造科技创新中心的新一轮全球科技战略布局中,高等教育的作用愈加突出。通过构筑极点扩散模式、结构嵌入模式、生态网络模式,全球高等教育回应着强化国家科技竞争力、推动城市产业转型、提升高等教育适应性的多元需求,在国际科技创新中心建设中发挥着重要角色。中国高等教育在全球模式与本国需求的张力之中采取结构嵌入模式,助力国际科技创新中心多链发展,并推动中国国际科技创新中心错位发展。面向未来,中国高等教育要发挥高校与行业之间的资源黏性,从源头做优"从0到1"的原始创新增量;推动高等教育与区域科技创新更好结合,助力国际科技创新中心建设。
Under the influence of multiple factors such as scientific and technological revolution,economic transformation and international game turning to the main battlefield of science and technology,the construction of international science and technology innovation center with the connotation of scientific activity center,innovation industry highland and innovation ecological settlement is becoming the focus of the layout of science and technology strategies of countries around the world.In the new round of global science and technology strategic layout to build a science and technology innovation center,the role of higher education is becoming more and more prominent.By constructing a pole diffusion model,a structural embedding model,and an ecological network model,global higher education responds to the diverse needs of strengthening national scientific and technological competitiveness,promoting urban industrial transformation,and improving the adaptability of higher education,and it plays an important role in the construction of an international science and technology innovation center.In the tension between the global model and the needs of China,China's higher education has adopted a structural embedding model to facilitate the multi-chain development of the international science and technology innovation center and promote the dislocation development of China's international science and technology innovation center.Facing the future,China's higher education should give full play to the resource stickiness between universities and industries,and optimize the original innovation increment from"O to 1"from the source;Promote the better integration of higher education and regional scientific and technological innovation,and help build an international scientific and technological innovation center.
