面向不同决策层级需求的化工火灾指挥信息分级研究

摘要 为提高重特大石油化工火灾应急救援现场大数据指挥决策信息的利用效能,提出一种面向不同决策层级主体需求的化工火灾指挥信息分级方法。基于案例分析和重特大石油化工火灾应急指挥特点,确定了不同指挥层级主体的关键态势需求及其信息集合,构建了满足各指挥层级态势需求的信息分级指标体系;基于博弈论思想提出了重特大石油化工火灾态势信息分级算法,通过计算关键态势信息指标的重要度实现了对不同指挥层级主体的态势信息的重要性分级;通过实例对本文提出的计算方法进行了验证。研究表明:基于本方法得到的计算结果与实际案例基本一致,研究结论可为消防救援队伍提升重特大化工火灾指挥决策信息的利用效能和推进化工火灾智慧应急体系建设提供支持。 To improve the utilization efficiency of big data com-mand and decision-making information during the process of ma-jor petrochemical fires,this paper proposes a commanding infor-mation classification method of petrochemical fires to meet the needs of different decision-making levels of firefighting agents.Firstly,based on case studies and the characteristics of emer-gency commanding of major petrochemical fires,the key situ-ational requirements and information sets of different agent com-mand level are determined,and an information classification in-dex is put forward to meet the situational requirements of each commanding agent.Secondly,based on game theory,a classifica-tion algorithm for major petrochemical fire situation information is proposed.By calculating the importance of key situation informa-tion indicators,the importance classification of situation informa-tion for different agent command levels is achieved.Finally,the calculation method proposed in this article is validated through an example.The research results show that the calculation results ob-tained based on this method are basically consistent with actual cases,and the conclusions can provide support for fire rescue teams to improve the utilization efficiency of command and decision-making information for major petrochemical fires and promote the construction of intelligent emergency response sys-tems for chemical fires.
