Key Points of the Audit of the Report on the Implementation of Discharge Permits for Oil and Gas Field Enterprises

油气田企业在排污许可证后管理和技术能力方面存在不足,执行报告的审核和评价手段不够完善。为了提升油气田企业排污许可执行报告审核的规范性和针对性,文章梳理并分析了油气田企业排污单位在排污许可执行报告填报与审核过程中常见的问题,从管理机制、体系衔接、能力保障等方面分析了问题产生的原因,归纳了审核过程中需要注意的相关技术问题,提出了执行报告审核与评价方式改革的总体思路,为排污许可证后管理工作提供相关意见和建议,推动油气田企业排污许可“一证式”管理体系的落实和实施。

Currently,inadequacies were identified in post-permit management and technical capabilities of oil and gas field enterprises,particularly in the review and evaluation methods for compliance reports.To enhance the standardization and relevance of the review process for pollution discharge permit compliance reports of oil and gas field enterprises,this article analyzed and reviewed common issues encountered during the submission and review of these reports by pollution discharge units in the oil and gas field sector.The causes of these issues were explored from the perspectives of management mechanisms,system integration,and capacity assurance.Relevant technical issues that require attention during the review process were summarized.A general approach for reforming the review and evaluation methods of compliance reports was proposed,providing recommendations and guidance for post-permit management.This aims to facilitate the implementation of a“one-permit”management system for pollution discharge permits in oil and gas field enterprises.
