空天地网一体化智慧监测体系在自然灾害应急处置中的应用

摘要 为了解决自然灾害应急处置中信息获取与处理滞后、资源配置低效和救援响应不及时等问题,实现早预警、早发现、早响应的业务目标。本文利用卫星、无人机、地面传感器等先进监测设备以及先进技术,构建空天地网一体化智慧监测体系,并将该体系应用于自然灾害应急处置工作中,设计并搭建自然灾害应急处置系统,实现自然灾害“一张图”管理、监测预警管理、应急救援管理以及灾后灾情评估管理等功能模块,使得灾害应急处置更加科学、有序和高效。 In order to solve the problems of delayed information acquisition and processing,inefficient resource allocation and untimely rescue response in natural disaster emergency handling,the business needs of early warning,early detection and early response are realized.In this paper,advanced monitoring equipment such as satellites,drones,ground sensors and other advanced technologies are used to build an integrated intelligent monitoring system of Space-Air-Ground integrated network,and the system is applied to natural disaster emergency treatment,and the natural disaster emergency treatment system is designed and built.The implementation of natural disaster“one map”management,monitoring and early warning management,emergency rescue management and post-disaster assessment management and other functional modules,making disaster emergency management more scientific,orderly and efficient.
