完善气象部门纪检监督体系的探索和思考

党内监督在党和国家监督体系中起主导作用,纪检监督是党内监督的重要组成部分。以气象部门纪检监察体制改革为契机,通过分析当前气象部门纪检监督现状与存在的问题,探索建立一种符合垂管部门实际的上下贯通、左右协同的纪检监督体系,构建以党内监督为主导、各类监督贯通协调的机制,加强对权力运行的制约和监督,推动气象部门内各层级监督形成合力,提前防范与精准化解风险,发挥监督保障执行能力、促进完善发展的作用,营造风清气正的干事创业和秉公用权的环境,为气象事业高质量发展提供坚强政治保障。

Intra-party supervision plays a leading role in the party and state supervision system,disciplinary inspection supervision is an important component of intra-party supervision.Taking the reform of the disciplinary inspection and supervision system in the meteorological department as an opportunity,this paper analyzes the current situation and existing problems of disciplinary inspection and supervision in the meteorological department,explore the establishment of a disciplinary inspection and supervision system that is in line with the actual situation of the vertical management department,with top-down connectivity and left-right collaboration,and constructs a mechanism led by intra-party supervision,with various types of supervision and coordination.It strengthens the constraints and supervision of power operation,promotes the formation of joint supervision at all levels within the department,preventing and accurately resolving risks in advance,and leverages supervision to ensure implementation the role of promoting sound development,creating a clean and upright environment for entrepreneurship and fair use of power,and providing strong political guarantees for high-quality development of the cause.
