[目的/意义]新质生产力是推动中国高质量发展的核心动力,地方政府在其中发挥关键作用。本文旨在探讨地方政府如何科学认识和推动新质生产力的发展,以协调传统产业与新兴产业的关系。[方法/过程]基于马克思主义生产力理论,本文从生产体系、经济体系和发展体系三个维度,分析地方政府在生产要素配置、经济机制优化和治理能力提升中的实践路径。[结果/结论]地方政府应正确认识新质生产力与传统产业的关系,避免简单的替代思维,注重通过技术赋能来提升传统产业。同时,地方政府要全面贯彻发展新质生产力的实践要求,通过优化生产要素配置、完善经济体系、提升治理能力,全面支撑新质生产力的发展,并在软环境建设方面发力,以确保新质生产力的可持续发展。

[Purpose/Significance]New quality productive forces are the core driving force behind China’s high-quality development,with local governments playing a critical role.This paper aims to explore how local governments can scientifically understand and promote the development of new quality productive forces to better balance the relationship between traditional and emerging industries.[Methods/Process]Based on Marxist productive force theory,this paper analyzes the practical pathways of local governments from three dimensions:the production system,economic system,and development system,focusing on the allocation of production factors,optimization of economic mechanisms,and enhancement of governance capacity.[Results/Conclusion]Local governments should correctly understand the relationship between new quality productive forces and traditional industries,avoiding simplistic replacement thinking,and instead focus on enhancing traditional industries through technological empowerment.In addition,local governments must fully implement the practical requirements for developing new quality productive forces by optimizing the allocation of production factors,improving the economic system,and enhancing governance capacity.Special emphasis should also be placed on building a conducive soft environment to ensure the sustainable development of new quality productive forces.
