摘要
[目的/意义]党的二十届三中全会通过的《中共中央关于进一步全面深化改革推进中国式现代化的决定》为从新质生产力角度深化文化、教育与学术体制机制改革指明了方向,更为10年前习近平总书记提出要寻找突破之道以解决“挨骂”问题提供了钥匙。[方法/过程]本文通过近年来的亲历之事进行跨国对比,察觉到三点在解决“挨骂”问题时亟待提升或改变的日常细节,即学者能力、社会管理与数据流动,提出当前应推动讲述者、信息话语和国际舆论圈发生质变的新质思维。[结果/结论]最后,建议在激励机制、网络治理及外事政策上进行更加务实的改革。
[Purpose/Significance]The Third Plenary Session of the 20th Central Committee of the Communist Party of China has pointed out the direction for deepening the reform of cultural,educational,and academic systems and mechanisms from the perspective of new quality productivity,and provided a key for General Secretary Xi Jinping to find breakthroughs in solving the problem of“being scolded”10 years ago.[Method/Process]Through cross-border comparisons based on recent experiences,this article identifies three daily details that urgently need to be improved or changed in order to address the issue of“being scolded”:academic abilities,social management,and data flow.It proposes that a new qualitative thinking approach should be taken to promote qualitative changes in narrators,information discourse,and international public opinion circles.[Results/Conclusion]Finally,it is recommended to carry out more pragmatic reforms in incentive mechanisms,network governance,and foreign affairs policies.
