Analysis of Green Structural Power and Its Operational Effects in Global Climate Governance

全球气候治理早已超出科学研究的范畴,镶嵌在安全、生产、经济、技术四个各不相同但相互联系的结构中,造成“依托结构的权力”的变化,衍生出一种新的权力样态——绿色结构性权力。绿色结构性权力具有一种典型的气候塑造政治的权力属性。观照斯特兰奇结构性权力的理论模型,绿色结构性权力应包含低碳生产、能源安全、绿色金融和绿色知识四个维度,且每一维度都有其独特的权力形式。然而,由于国际行为体间的气候资源、能力禀赋并不均衡,其绿色结构性权力及其分配、应用会产生不同的效应与影响。绿色先发国利用较强的绿色结构性权力“护持”霸权,推动国际权力向绿色强国聚集;绿色后发国依托后发优势“撬动”全球气候治理链中的单极绿色权力结构,推动国际权力扩散;非国家行为体则利用其互补作用“进阶”国际地位,实现权力增量,加速国际主体权力等级秩序的瓦解。

Global climate governance has long gone beyond the scope of scientific research,embedded in four distinct but interconnected structures of safety,production,economy,and technology,resulting in a change in"power based on structure"and a new form of power-green structural power.Green structural power has a typical power attribute of climate shaping politics.According to the theoretical model of Strange's structural power,green structural power should include four dimensions:low-carbon production,energy security,green finance and green knowledge,and each dimension has its own unique power form.However,due to the uneven distribution of climate resources and capacity endowments among international actors,their green structural power and its distribution and application will have different effects and impacts.Green first mover countries make use of their strong green structural power to"protect"their hegemony and promote the gathering of international power towards green powers;Green latecomers rely on their advantages to leverage the unipolar green power structure in the global climate governance chain and promote the diffusion of international power;Non state actors make use of their complementary role to"advance"international status,achieve power increment,and accelerate the disintegration of the power hierarchy of international entities.
