Institutional Advantages Shaping Chinese Agricultural Technology Extension——Analysis of the Deepening Path for Agricultural Technology Extension System Reform and Construction

为加快建设农业强国、推进农业农村现代化,农技推广体系改革与建设工作正在全国范围展开。深化农技推广体系的改革与建设,需要跳出就农技推广谈农技推广的思维框架,从国家治理的高度看,尤其需要将农技推广置入党的农村工作来理解和定位。将农技推广充分置入党的农村工作,不仅是将国家制度和治理体系优势更好转化为农技推广效能的客观需要,也是以中国式农技推广加快建设农业强国、推进农业农村现代化的应有之义。结合中国共产党善于运用“组织起来”和“团结就是力量”的思路和办法来解决国家发展以及国家现代化建设难题的优良传统和基本经验,经过对当前中国农技推广体系改革与建设实践的总结和追问,发现以党建引领加快构建农技推广共同体是深化农技推广体系改革与建设工作的有效路径。

To accelerate the building of a strong agricultural country and advance the modernization of agriculture and rural areas,the reform and construction of the agricultural technology extension system are unfolding nationwide.Deepening the reform and construction of the agricultural technology extension system requires stepping out of the mainstream thinking framework that discusses agricultural technology extension solely in its own context and viewing it from the perspective of national governance.Particularly,it is essential to understand and position agricultural technology extension within the Party’s rural work.Integrating agricultural technology extension fully into the Party’s rural work is not only an objective necessity to better transform the advantages of the national system and governance structure into the efficacy of agricultural technology extension but also a rightful pursuit in accelerating the building of a strong agricultural country and advancing the modernization of agriculture and rural areas in the Chinese style.Combining the Communist Party of China excellent tradition and basic experience of solving national development and modernization challenges through its strategies and methods of“organizing”and“unity is strength”,and after summarizing and questioning the current practice of China’s agricultural technology extension system reform and construction,it is found that accelerating the construction of an agricultural technology extension community led by Party building is an effective path for deepening the reform and construction of the agricultural technology extension system.
