习近平总书记关于网络强国的重要思想历经萌发起步、孕育发展、成长成型和深化拓展等阶段,是新时代国家网络安全、网信事业创优建强的根本遵循。其主旨要义可概括为“事关全局的重要地位、党管网络的根本主张、网络强国的目标指向、网为民建的发展思想、同心圆梦的网络统战、坚决打赢的意识形态、网络安全的底线基石、依法治网的基础手段、网络技术的自立自强、网络人才的保障支撑、创新驱动的发展动能、网络主权的国之相交、命运与共的中国方案、善用网络的能力本领”十四个方面。这是指引走中国特色强网之路的科学理论,必将在实践中不断发展、丰富和日臻完善,最终惠及全世界。

As the fundamental doctrine for the new era of national network security and the flourishing network information industry,Xi Jinping’s important thoughts on cyber power have experienced the germinating stage,the nurturing and growing stage,the developing and forming stage,and the deepening and expanding stage.Its gist and essence can be summarized as the following 14 points:a matter of overall importance,basic proposition of the party’s leadership over the network,the target of nation cyber power,the development thought of the network for the people,concentric circle dream of united front,ideology of absolute victory,the bottom line of cyber security,the basic means as rule of law,self-reliance of cyber technology,the guarantee of human resources,innovation-driven development incentives,cyber sovereignty in transnational relations,China’s proposal for shared fortune,capabilities of making full use of cyber.It is a scientific theory that guides the road to a strong Internet with Chinese characteristics.It will continue to be developed,enriched and improved in practice,and eventually benefit the whole world.
