摘要
开发强度目前已成为国土空间规划改革中明确提出需重点编管的内容。文章梳理了东湖高新区开发强度管控体系,从“审批一致性、未来适应性”角度分析了东湖高新区在开发强度管控方面的成效,认为在东湖高新区强度管控过程中存在“突破建设规模风险、对商服公服用地管控效果薄弱”等问题,在此基础上提出了“增加分区总量控制、优化分类差异分级、强化与城市设计衔接、进一步细化奖励政策”等开发强度管控的优化措施,该研究可为类似区域强度分区规划编制、开发强度管理提供参考。
At present,the development intensity has become a key content that needs to be clearly put forward in the reform of territorial spatial planning.This paper reviews the development intensity control system of Donghu New&High Technology Development Zone from the perspective of approval consistency and future adaptability.The effectiveness of Donghu New&High Technology Development Zone in the control of development intensity was analyzed.It is believed that in the process of intensity of Donghu New&High Technology Development Zone,there are problems such as breaking through the construction scale and weak control effect on commercial services and public land.On this basis,this paper proposes optimization measures for development intensity control,such as increasing the total number of zoning control,optimizing the classification difference grading,strengthening the connection with urban design,and further refining the incentive policy.This study can provide a reference for the preparation of intensity zoning planning and development intensity management in similar regions.
