新时代我国公共文化服务体系的支撑要素、运行逻辑与完善路径——对党的二十届三中全会精神的深化理解

党的二十届三中全会在阐释文化体制机制改革的过程中,突出强调了完善公共文化服务体系的重要性。新时代我国公共文化服务体系的完善涉及方方面面,是一项复杂的系统工程,不仅要树立科学视野,更要明确其内在支撑要素。从结构上看,我国公共文化服务体系不仅应涵盖自身独特且积极的理论、文化、社会、组织和制度性要素,也包含完备且充分的物质、科技和人才性要素,这些支撑要素构成了公共文化服务体系的基础、动力与保障。从运行上看,我国公共文化服务体系的支撑要素运行遵循自身特有逻辑,即主要由党和政府主导建构、公共文化服务机构主体发展、社会主体参与推动及前述三者协同推进四重模式展开。四重模式并行不悖。新时代完善公共文化服务体系,必须对其内在的支撑要素作出结构优化,既要积极挖掘和创新体系内部的各类支撑要素,也要确保支撑要素实现协调发展并切实实现价值功能转化,还要积极嵌入针对性的信息反馈和评价机制,由此方能在完善支撑要素结构功能的基础上推进我国公共文化服务体系不断走向完善,为中国式现代化深化拓展贡献更加积极的文化力量。

The Third Plenary Session of the 20th CPC Central Committee emphasized the importance of improving the public cultural service system.The improvement of the public cultural service system is a complex systematic project,which requires a scientific perspective and clear internal supporting factors.Structurally speaking,China’s public cultural service system should not only cover unique theoretical,cultural,social,organizational,and institutional elements,but also include sufficient material,technological,and talent elements,which constitute the foundation,driving force,and guarantee of the public cultural service system.In terms of operation,the supporting elements of China’s public cultural service system follow its own unique logic,which is mainly based on the four modes of leading construction,subject development,participation promotion,and the coordinated promotion of the aforementioned three.The quadruple mode runs parallel.In order to improve the public cultural service system in the new era,we must optimize the structure of its internal supporting elements.We should not only explore and innovate the elements,but also ensure that the supporting elements achieve coordinated development and functional transformation.In addition,we should embed information feedback and evaluation mechanisms,so as to promote the continuous improvement of the public cultural service system and contribute more positive cultural forces to the Chinese path to modernization.
