成效视角下公共图书馆服务体系建设评价标准构建研究——以广东省调研数据为例

Research on Evaluation Criteria Construction of Public Library Service System Construction from Results-based Perspective:Case Study of the Survey Data of Guangdong Province

成效评价逐渐受到公共图书馆界的重视,将成效评价引入公共图书馆服务体系建设评价具有一定的合理性。本研究在梳理图书馆评价研究、成效评价研究的基础上,提出我国公共图书馆服务体系建设成效评价标准的构建依据,借助德尔菲法和层次分析法构建了一套成效评价标准。该成效评价标准包含设立、运行、服务3个层面,具体包括6个一级指标和23个二级指标。本研究能够为公共图书馆评价相关的研究和实践提供借鉴,而构建的标准也需要从优化指标设计、扩大调研范围等方面不断完善。

Results-based evaluation has gradually attracted the attention of the public library circles,and it is reasonable to Results-based effectiveness evaluation into the evaluation of public library service system construction.On the basis of sorting out the relevant studies on library evaluation and Results-based evaluation,this paper puts forward the construction basis of Results-based evaluation criteria on the construction of Chinese public library service system,and constructs a set of Results-based evaluation criteria with the help of Delphi method and analytic hierarchy process.The Results-based evaluation criteria established in this paper includes three levels:establishment,operation and service,including 6 first-level indicators and 23 second-level indicators.This paper can provide reference for the research and practice related to the evaluation of public libraries,and the criteria established also need to be continuously improved from the aspects of optimizing the design of indicators and expanding the scope of investigation.
