高质量发展视域下农民参与乡村治理的困局与破解

The Dilemma and Solution of Farmers'Participation in Rural Governance from the Perspective of High-Quality Development

推进我国乡村治理现代化必须走高质量发展之路。在资源下乡等背景下,由于农村利益分化、村级治理行政化、农民的主体地位受到忽视及农民数字素养不高等原因,农民高质量参与乡村治理式微,从而影响了乡村资源的有效整合,不利于发挥农民的创造性,阻碍了乡村高质量发展。在此基础上,提出在高质量发展的目标导向下应把构建乡村利益共同体机制、优化农村社会权力结构、确保农民主体地位以及提升农民数字素养作为推动农民有效参与乡村治理的破解路径。

To promote the modernization of rural governance in China,we must take the road of high-quality development.In the context of resource decentralisation and other factors,the high-quality participation of farmers in rural governance has been on the wane,due to the differentiation of rural interests,the administrative trend of village governance,the neglect of the farmers'main role,and the low level of digital literacy among farmers.This situation affects the effectiveness of resource integration in the villages.It further negatively affects the creative development of farmers,thus hindering the high-quality development of villages.Under the goal of high-quality development,building the mechanism of a community of interests in the countryside,optimising the power structure of rural society,ensuring the main role of farmers and improving farmers'digital literacy should be considered as the paths to promoting farmers'effective participation in rural governance.
