新时代高质量促进水库移民后续发展工作,是促进水利水电事业高质量发展的必然要求,更是实现乡村振兴和共同富裕的具体行动。准确把握当前水库移民后续发展现状与困境,对实现水库移民“搬得出、稳得住、能致富”目标,推动移民后续可持续发展具有重要意义。在社会适应理论和协同治理理论的基础上,总结了当前我国水库移民后续发展实践,从促进水库移民后续发展的必要性进行了阐述,对目前水库移民后续发展存在的主要问题进行了初步探讨,并从水库移民后期扶持政策、特色产业培育、社区有效治理、移民增收渠道、加强宣传引导等方面提出了对策和建议,以期对高质量促进水库移民后续发展工作提供一定的参考。

In the new era,promoting the high-quality development of reservoir resettlement is an inevitable requirement for promoting the high-quality development of water conservancy and hydropower,and it is also a concrete action to achieve rural revitalization and common prosperity.Accurately grasping the current situation and difficulties of the subsequent development of reservoir resettlement is of great significance for achieving the goal of“Moving out,staying stable,and getting rich”for reservoir resettlement and promoting the sustainable development of resettlement.Based on the theories of social adaptation and collaborative governance,this article summarizes the current practices of subsequent development of reservoir resettlement in China,expounds the necessity of promoting the subsequent development of reservoir resettlement,and discusses the main problems existing in the current subsequent development of reservoir resettlement.It also proposes countermeasures and suggestions from the aspects of post-resettlement support policies,cultivation of characteristic industries,effective community governance,channels for increasing income of immigrants,and strengthening publicity and guidance,in order to provide some reference for promoting the subsequent development of reservoir resettlement with high quality.
