船舶大气污染物排放海事监管平台设计与实践

摘要 为深入贯彻落实国务院关于打赢蓝天保卫战的部署,立足海域内海陆空多维立体化船舶尾气遥测点规划布局,研究集成WebGis动态地理信息、AIS船舶航行数据、船舶尾气排放因子等的多源信息融合模式,将船舶大气污染物排放数字化信息与海事监管执法流程有机结合,打通船舶大气污染物排放监视监测的无人值守、任务分派、追踪监测、登船检查、结果反馈、船舶大气污染物排放清单计算等多个环节数字信息一体化链条,构建数字化模式下船舶减污、降碳一体化监管监控与执法协同模式。针对辖区船舶大气污染物监视监管开展数字信息平台设计与建设实践,加强船舶污染物排放的监管,助力形成海陆空“三位一体”遥测立体监管新模式,提高船舶排放控制区监管技术水平,为推动船舶大气污染防治信息化建设起到示范作用。 In order to thoroughly implement the State Council′s deployment on winning the blue sky battle,based on multi-dimensional planning and layout of ship exhaust telemetry points in sea,land,and air.This research integrated WebGis dynamic geographic information,AIS ship navigation data,and ship exhaust emission factors to create a multi-source information fusion model.This model combines the digital information of ship air pollutant emissions with the maritime supervision and law enforcement processes,establishing a digital information integration chain for the monitoring and supervision of ship air pollutant emissions,including unattended monitoring,task assignment,tracking and monitoring,boarding inspection,result feedback,and calculation of ship air pollutant emission inventories.Furthermore,a digitalized and collaborative model for ship pollution reduction,carbon emission reduction,regulatory monitoring,and law enforcement was established.Additionally,the design and construction of a digital information platform for monitoring and regulating ship air pollutants within the jurisdiction were carried out to strengthen the regulation of ship pollutant emissions.This research facilitates the development of a new“trinity”three-dimensional telemetry model for integrated supervision across land,sea,and air,improves the technical level of supervision in ship emission control areas,and plays a demonstration role in promoting the informatization of ship air pollution prevention and control.
