摘要
浙江省海洋经济智能研判数字化应用场景(简称“海经智研”场景),是智能监测、研判和预警海洋经济健康运行状态的数字化场景。场景作为海洋经济运行监测与评估的重要组成部分,是浙江省海洋强省高水平建设的重要举措。该系统基于现有的业务体系,再造涉海企业智能服务业务流程,重塑海洋经济数据共享机制和海洋经济统计核算制度、新建海洋经济预警预判评估体系,实现了1个流程再造、3个制度重塑和N个工具箱应用开发的“1+3+N”改革创新。通过柔性建模、智能监测分析、精准研判预警、行政管理闭环,形成全生命周期可复制、可推广的海洋经济统计管理应用模式。本文根据海经智研场景的特点,对场景的功能建设需求进行了分析,对场景的结构设计和重点功能模块进行了阐述,同时对场景的建设、运行优化方案提出了几点建议,以供海洋经济管理部门参考。
The digital application scenario of Zhejiang Province's marine economy intelligent judgment(abbreviated as Haijing Intelligent Research Scene)is a digital scenario for intelligent monitoring,judgment,and early warning of the healthy operation status of the marine economy.Scenarios,as an important component of monitoring and evaluating the operation of the marine economy,are important measures for the high-level construction of a strong marine province,Zhejiang.This system is based on the existing business system,reengineering the intelligent service business process of maritime enterprises,reshaping the sharing mechanism of marine economic data,reshaping the statistical accounting system of marine economy,and building a new marine economic early warning and prediction evaluation system.It has achieved"1+3+N"reform and innovation,including 1 process reengineering,3 system reengineering,and N toolbox application development.Through flexible modeling,intelligent monitoring and analysis,precise judgment and early warning,and administrative management closed-loop,a replicable and scalable application model for marine economic statistical management is formed throughout the entire lifecycle.This article analyzes the functional construction requirements of the marine economic intelligent research scenario based on its characteristics,elaborates on the structural design and key functional modules of the scenario,and puts forward several suggestions for the construction and operation optimization plan of the scenario,for reference by the marine economie management department.
