“五社联动”背景下社区社会组织培育路径研究——以M省N市城市社区为例

从“三社联动”到“五社联动”,表述的变迁彰显出国家对于社会治理的认知深化。社区社会组织要在社会治理中发挥价值强化联动效果首先需要对社区社会组织予以全面诊断与清晰判定。社区社会组织整体发展存在着数量偏少、质量不高的滞后性以及空间分布、专业化不足的不均衡性。其次,分析现象产生的原因:资源投入不足、观念认知滞后、骨干力量匮乏以及专业人才有限等。最后,提出从党建引领入手,通过完善制度空间,建构战略性、整体性部署以及汲取学界智慧,引入典型范例等举措来培育社区社会组织。

From the three to Five-element linkage in community,the change of expression shows the deepening of the country's understanding of social governance.In order to exert its value in social governance and strengthen the linkage effect,community social organizations need to be comprehensively diagnosed and clearly judged.The overall development of community social organizations is lagging behind in quantity and quality,and the imbalance in spatial distribution and specialization is insufficient.Secondly,it analyzes the causes of the phenomenon:insufficient resources investment,lagging concept cognition,lack of backbone and limited professional talents.Finally,it is proposed to cultivate community social organizations by improving the institutional space,constructing strategic and holistic deployment,drawing on academic wisdom and introducing typical examples.
