中国高校科技成果转化效率优化路径研究——基于内地26个省区市模糊集定性比较分析

摘要 高校科技成果转化效率的高低直接影响到教育、科技和经济的深度融合,目前我国高校科技成果产出与科技成果转化之间存在较大的差距。文章选取内地26个省区市为研究样本,运用DEA模型对高校科技成果转化效率进行测度并运用模糊集定性比较分析法对高校科技成果转化效率的优化路径进行分析。结果表明:研究与发展全时人员数、研究与发展项目数、企事业单位委托科技经费占比、地区生产总值以及规模以上工业企业单位数是高校科技成果转化效率优化的核心条件,并提出了6条优化路径,最后基于路径提出了相关的对策建议。 The efficiency of the transformation of scientific and technological achievements in universities directly affects the deep integration of education,technology,and economy.Currently,there is a significant gap between the output and transformation of scientific and technological achievements in Chinese universities.The article selects 26 provinces,municipalities and autonomous regions in the Chinese mainland as research samples,uses DEA model to measure the efficiency of university scientific and technological achievements transformation,and uses fuzzy set qualitative comparative analysis method to analyze the optimization path of university scientific and technological achievements transformation efficiency.The research results indicate that the number of full-time research and development personnel,the number of research and development projects,the proportion of science and technology funds entrusted by enterprises and institutions,regional GDP,and the number of industrial enterprises above designated size are the core conditions for optimizing the efficiency of scientific and technological achievements transformation in universities.Six optimization paths have been proposed,and relevant countermeasures and suggestions have been put forward based on these paths.
