从应急之举到长久之计:构建产业链协同治理机制路径研究

From Emergency Action to Long-term Solution:Research on the Construction Path of Collaborative Governance Mechanism in Industrial Chain

建立良好的产业链协同治理机制是提升产业链供应链韧性和安全水平的根本举措。链长制是近几年出现的具有中国特色的产业链治理新形式。从交易费用理论视角看,链长制融合了政府和市场的部分功能,是一种介于市场和政府之间的组织形式,在实践中发挥了协调供需、保障供应等作用,但是由于存在产业链的跨区域性和链长制的行政区域性等矛盾,链长制在实际运行中还存在不少局限。要从应急之举变成长久之计,需在“利益互增定律”思路的指引下,产业链上下游各方建立风险共担利益共享机制、常态化供需对接机制以及协同创新机制,结成利益共同体,探索产业联盟、链主企业治理等更多形式,才能形成良好的持久的产业链协同治理机制,进一步提升我国产业链供应链韧性和安全水平。

Establishing a good cooperative governance mechanism of industrial chain is a fundamental measure to improve the toughness and safety level of industrial chain supply chain.Chain-chief system is a new form of industrial chain governance with China characteristics in recent years.From the perspective of transaction cost theory,the chain-chief system integrates some functions of the government and the market,and is an organizational form between the market and the government.In prac⁃tice,it plays a role in coordinating supply and demand and ensuring supply.However,due to the contradiction between the transregional industrial chain and the administrative region of the chain-chief system,there are still many limitations in the actual op⁃eration.To change from an emergency to a long-term solution,under the guidance of the idea of"law of increasing interests",the upstream and downstream parties in the industrial chain should establish a risk-sharing benefit-sharing mechanism,a normal⁃ized supply-demand docking mechanism and a collaborative innovation mechanism,form an interest community,and explore more forms such as industrial alliance and chain owner corporate governance,so as to form a good and lasting collaborative gover⁃nance mechanism of the industrial chain and further improve the resilience and safety level of China's industrial chain supply chain.
