The Fengtian warlords established a complete and effective"Qingxiang"system.They set the control scope of"Qingxiang"policy through institutional means,clarified the boundary between what can be done and what can not be done,in order to remove the danger of bandits and keep order,and prevent the destruction of the grassroots social order.At the same time,they made use of the special authority of"Qingxiang"policy to exercise total political rule over the ruled classes in the three northeastern provinces.
