数实深度融合的本质是生产方式的重构。健全实体经济和数字经济深度融合的制度体系,就是通过生产关系的前瞻性、适应性调整,有力促进数字技术的创新与扩散,形成大范围、稳定的再生产和积累模式。由于数据要素的基础性作用,数据产权制度无疑是促进数实融合的基础性制度安排。但对于尚未进行数字化转型、未完成数字化转型的企业而言,要实现对微观主体的持续激励,仍需以构建良性的竞争-合作秩序为导向,在竞争政策、产业政策和区域政策上进行调整,使数实融合在微观上形成积累-研发的良性循环,在产业层次上形成规模化需求引致多样化创新。而要使数实融合获得持续的数字技术推动力,也需要结合新一代数字技术的技术特征,尤其是短周期、嵌套性和生态化的特点,基于构建安全、自主、可控的产业体系这一目的,对科技创新体制机制进行创新性变革。
