发展新质生产力是我国把握新一轮产业革命契机、提高国际竞争力、推动高质量发展的关键。全面、系统、联系、发展、辩证地看问题,要求我们处理好发展新质生产力与发展传统生产力的关系、发展新质生产力与形成新型生产关系的关系,相应地处理好技术革命性突破与常规性创新的关系,未来产业、战略性新兴产业与传统产业的关系,以及市场调节与政府引领的关系。在革命性创新视角下,加快发展新质生产力的主要策略是:尽快取得技术革命性突破,以此赋能相关产业;顶尖科技人员激励多元化;因时因地因业制宜与在重点区域重点产业加快发展新质生产力;在政府采购、设备更新、以旧换新、出口退税等政策实践中贯彻加快发展新质生产力的精神。

Developing new quality productive forces is the key for China to seize the opportunity of the next round of industrial revolution,enhance its international competitiveness,and promote high-quality development.A comprehensive,systematic,interconnected,developing,and dialectical approach requires us to handle the relationship between developing new quality productive forces and traditional productive forces,the relationship between developing new quality productive forces and forming new production relations,and accordingly,the relationship between technological revolutionary breakthroughs and conventional innovations,the relationship between future industries,strategic emerging industries,and traditional industries,and the relationship between market regulation and government guidance.Under the perspective of revolutionary innovation,the main strategies for accelerating the development of new quality productive forces in the next period are as follows:achieving a revolutionary breakthrough in technology as soon as possible to empower related industries;diversifying incentives for top scientific and technological personnel;adapting new quality productive forces to local conditions and industries and accelerating their development in key regions and key industries;and implementing the spirit of accelerating the development of new quality productive forces in government procurement,equipment upgrading,trade-in of old consumer goods,and export tax refund policies.
